The Ministry of Industry and Trade issues the implementation plan of the RCEP Agreement for the period of 2022 - 2026 (03/05/2022)
In order to concretize and implement the Prime Minister's direction on the full and effective implementation of the Regional Comprehensive Economic Partnership (RCEP), Minister of Industry and Trade Nguyen Hong Dien has just signed Decision No. 197/QD-BCT dated February 17, 2022 on the promulgation of the Implementation Plan of the RCEP Agreement for the period of 2022 - 2026.

Accordingly, the Plan focuses on implementing 3 main tasks: building laws and institutions; propagate and disseminate information about the RCEP Agreement; improve competitiveness, make effective use of the RCEP Agreement.
Specifically in terms of legislation and institutional development, in the Plan, the Ministry of Industry and Trade develops and promulgates necessary legal documents to implement the RCEP Agreement; continue to review domestic laws during the implementation of the RCEP Agreement in order to propose amendments and supplements to other legal documents to meet the requirements of the Agreement; build and operate focal points to deploy contents related to the functions and tasks of the Ministry of Industry and Trade to implement and participate in the RCEP Agreement. At the same time, the Ministry of Industry and Trade shall coordinate with the member countries of the RCEP Agreement to develop and complete the necessary institutions for the implementation of the Agreement; coordinate and participate in the activities of the Joint Committee for the Implementation of the RCEP Agreement, the Committees, Sub-Committees, Expert Groups, and the focal point for communication between Vietnam and the countries participating in the RCEP Agreement. relating to the performance of its obligations under the Agreement and the fulfillment of its notification obligations under the Agreement; conduct feasibility studies on the admission of new members to the Agreement when necessary; participate in the negotiation of admission to a new member of the Agreement and coordinate the receipt of technical assistance from foreign partners during the implementation of the Agreement.
For propaganda and information dissemination about the RCEP Agreement, the Ministry of Industry and Trade develops and implements a propaganda plan, focusing on disseminating and introducing the contents of the RCEP Agreement. In particular, implementing intensive propaganda activities, focusing on training courses, knowledge training, publishing introductory publications, comprehensive and detailed analysis of the commitments of the RCEP Agreement in a number of fields. , specific product lines for associations and businesses in each specific field or industry; analyze opportunities to take advantage of the Agreement to participate more deeply in regional supply chains; promote the use of the digital environment or publish documents on electronic websites.
In improving competitiveness, making effective use of the RCEP Agreement, the Ministry of Industry and Trade studies, develops and implements plans/projects/programs to support, develop human resources, and improve capacity. compete and participate in regional and global value chains for goods and services under the management of the Ministry of Industry and Trade. In addition, the Ministry develops market development programs for potential and advantageous export products of Vietnam to the markets of member countries of the RCEP Agreement; develop trade promotion programs in RCEP member countries; improve the information supply capacity of units in the Ministry of Industry and Trade, especially the Trade Office system, the Information Center, the Trade Promotion Center, and the Overseas Vietnam Trade Promotion Office to provide provide effective information to the business community.

In addition, the Ministry of Industry and Trade enhances the role of business associations through business associations to capture and solve difficulties and problems of the business community, especially small and medium enterprises; orientation for associations to innovate production culture and start-ups, create conditions for private enterprises to improve production capacity, product quality, and meet quality standards of RCEP countries.
Along with that, the Ministry set up a mechanism to synthesize, evaluate and warn information for the business community and consumers, with a focus on information related to violations of consumer rights. and consumer troubleshooting mechanisms.

All activities of this Plan will focus on implementing in provinces and cities nationwide.

It is known that this Plan aims to focus on coordinating with ministries, branches and localities in formulating and implementing the RCEP Agreement implementation plan; at the same time, effectively implement the tasks assigned by the Ministry of Industry and Trade as the focal point in the implementation of the RCEP Agreement on the basis of mobilizing the participation of all relevant functional units of the RCEP. Ministry of Industry and Trade. This will contribute to enhancing the role and position of the Ministry of Industry and Trade in the process of negotiating free trade agreements in particular and the field of international economic integration in general.
This plan also helps to support agencies, organizations, business communities and people to understand the contents of the commitments of the RCEP Agreement and how to implement the Agreement commitments in each area properly and consistently. through a clear, effective, and connected implementation plan with relevant agencies and organizations, especially the press and media.

Notably, this Plan aims to effectively apply and promote the commitments of the Agreement, thereby making the most of the opportunities and minimizing the challenges brought about by the RCEP Agreement in production activities. production and business activities of enterprises, actively contributing to Vietnam's international economic integration process, promoting the country's economic and social development, creating jobs and reducing poverty. for the citizen.

In addition, it also helps to develop a plan to receive technical support from partner countries, as well as use the State budget for the effective and economical implementation of the RCEP Agreement.
The RCEP Agreement was signed by 10 ASEAN member countries and 5 ASEAN partner countries, namely China, Japan, South Korea, Australia and New Zealand on November 15, 2020 on the sidelines of the 37th ASEAN Summit. chaired by Vietnam and officially took effect on January 1, 2022.

The entry into force of the RCEP Agreement will contribute to the multilateralization of free trade agreements that ASEAN has signed with each partner country before, harmonize commitments and provisions in these agreements, maximize economic benefits, especially rules of origin and trade facilitation, contribute to strengthening regional supply chains and economic recovery after the COVID-19 pandemic.
