Pursuant to Decision No. 4052/QD-BCT dated December 31, 2024 of the Minister of Industry and Trade on the assignment of the national industrial promotion budget plan for 2025; Pursuant to Decision No. 72/QD-DCK dated June 4, 2025 of the Director of the Department of Innovation, Green Transformation and Industrial Promotion on the assignment and adjustment of the state budget revenue and expenditure estimates for 2025; To ensure the organization of the 2025 Rural Industrial Fair (Exhibition Fair) is implemented on schedule and to help registered units prepare the requirements for the content of the registration documents, the Center for Innovation and Promotion of Industry (Center) announces the registration information as follows:
1. Information about the Fair
- Name of the Fair: 2025 Rural Industrial Fair.
- Fair in Hanoi:
+ Time: Expected from October 3, 2025 to October 7, 2025.
+ Location: Expected at Vincom Mega Mall Vincom Royal City Square - No. 72A Nguyen Trai, Thanh Xuan District, Hanoi City.
+ Scale: About 250 booths in prefabricated houses and 01 Exhibition area. In which: Set up 250 standard booths with booth size 3m x 3m x 2.5m; aluminum frame, cadivi wall and open space design exhibition area without cadivi frame.
- Exhibition Fair in Bac Ninh:
+ Time: Expected from November 26, 2025 to November 30, 2025
+ Location: Expected at Kinh Bac Cultural Center, Kinh Duong Vuong Street, Vu Ninh Ward, Bac Ninh Province.
+ Scale: About 250 booths in prefabricated houses and 01 Exhibition area. In which: Set up 250 standard booths with booth size 3m x 3m x 2.5m; aluminum frame, cadivi wall and open space design exhibition area without cadivi frame.
- Products participating in the Fair booths: Types of products of IT establishments; Priority is given to products of establishments with products certified as typical ITT products at all levels.
- Products/Services displayed at the Exhibition area: Typical rural industrial products at the regional level in 2024 and at the national level in 2025; green transformation application products; energy-saving products; other typical products; new technologies; digital transformation applications, AI applications in production and business.
2. Participants
Subjects who are supported with participation funding according to the provisions of Clause 2, Article 1, Decree No. 45/2012/ND-CP dated May 21, 2012 of the Government on Industrial Promotion, include:
- Organizations and individuals directly investing in and producing industrial and handicraft products in communes and wards of provinces, cities and wards of centrally-run cities converted from communes for no more than 05 years, including: Small and medium-sized enterprises, cooperatives, cooperative groups, business households established and operating according to the provisions of law.
- Industrial production establishments applying cleaner production.
- Domestic and foreign organizations and individuals participating in the management and implementation of industrial promotion service activities.
Note: In case there are many registered units, but the number of booths is limited, the Organizing Committee will give priority to units that are subject to priority in Decree No. 45/2012/ND-CP, units that submit their documents early, on time and fully meet the requirements.
3. National industrial promotion fund support
The national industrial promotion fund supports 100% of the cost of renting booths in the Fair area; display and promotion costs at the Exhibition area for units participating in the Fair and Exhibition that meet the requirements and are subject to the above regulations.
4. Obligations of participating units
- Complete the required documents; comply with the rules and regulations of the Organizing Committee;
- Proactively bring products and goods (not prohibited by law), in the right industry for display that has been registered, and directly introduce at the Fair and Exhibition;
- Self-finance accommodation, travel, transportation, booth decoration, etc.;
- Comply with the regulations of the Management Board of Vincom Mega Mall Vincom Royal City and the Management Board of Kinh Bac Cultural Center. 5. Registration procedures and documents

* For units that are: Small and medium enterprises
- Application for participation (Form No. 2 attached): 01 copy
- Business registration certificate (valid copy): 01 copy
- Declaration of identification of small and medium enterprises (Form No. 3 attached): 01 copy
- Copy of the Notice of social insurance payment results for the most recent month/quarter: 01 copy
- Financial report for 2024 (copy with the establishment's stamp): 01 copy
* For units that are: Cooperatives
- Application for participation (Form No. 2 attached): 01 copy
- Business registration certificate (valid copy): 01 copy
- Financial report for 2024 (copy with the stamp of the Cooperative): 01 copy
* For the unit: Business household
- Application form (Form No. 2 attached): 01 copy
- Business registration certificate (valid copy): 01 copy
