Philippines Announces New Technical Regulation on Compulsory Product Certification for Electric Wires and Cables (07/29/2022)
Fulfilling its transparency obligations under the Agreement on Technical Barriers to Trade (TBT) of the World Trade Organization (WTO), on April 11, 2022, the Philippines sent notice No. G/TBT/N/PHL /275/Add.1 for WTO member countries (through the TBT Office) on the Philippines' ratification of Directive 22-07 promulgating Technical Regulations on Compulsory Product Certification for Incoming Power Cords and Cables June 15, 2022, and the measure officially entered into force 15 days after it was officially announced on June 19, 2022.
The above regulation stipulates the mandatory certification of electrical wire and cable products (HS code 8544.11.20) produced domestically and imported, including:
1. Copper conductor and thermoplastic sheathed wire and cable (solid and braided types);
Type TW, THW, THHN, THWN, THWN-2, NM (non-metallic).
2. Thermoplastic coated flexible cord and fixed wire:
Flat wire (SPT), oval wire (SVT), round sheathed cord (SJT/SJTO), super hard plastic sheathed wire (ST/STO), thermoplastic sheathed fixing wire (TFFTFN), site lighting cords and cords mind (XTWICXTW).
Directive 22-07 sets forth the provisions relating to the process, procedures and required documents for the certification of electrical wire and cable products in order to obtain a License for the safety and/or quality certification mark. Philippine Standard Quality (PS License), as well as Confirmation (SOC) and Import Cargo Clearance (ICC).
In addition, Directive 22-07 also includes regulations on labeling for domestically produced and imported electrical wire and cable products. The contents that need to be shown on the product packaging include: type of wire/cable, number of cores, size, voltage and wire temperature, manufacturer/trader name, date of manufacture, weight, length , origin, PS trademark (when PS license is granted) or ICC trademark (when ICC is granted), …
