Norway changes regulations on CMR and skin bleaching agents in cosmetic products (01/20/2022)
The Norwegian Food Safety Authority has passed a law that changes the CMR substance as well as the regulation of the skin whitening agents deoxyarbutin and dihydroxyacetone in cosmetics and body care products. The changes apply to manufacturers and importers of cosmetics and body care products.

CMR . substance

This is the second annual update called the Omnibus regulation for substances classified as carcinogenic, mutagenic, or toxic for reproduction (CMR substances) in cosmetic products. All relevant CMR substances are prohibited for use in cosmetic products listed as prohibited in Appendix II of the Cosmetic Regulation.

Deoxyarbutin and dihydroxyacetone

The substances deoxyarbutin and dihydroxyacetone are regulated for use in cosmetics and body care products. Deoxyarbutin is used as a skin bleaching agent (which releases hydroquinone) while dihydroxyacetone is used as an ingredient in, among other things, self-whitening products. None of these substances were previously mentioned in cosmetic regulations.

Deoxyarbutin is prohibited in cosmetic products and it is listed in Appendix II (list of prohibited substances) of the Cosmetic Regulation.

Dihydroxyacetone is permitted for limited use in non-oxidizing hair dye products and in self-tanning products with maximum concentrations of 6.25% and 10% respectively.

The changes were approved by the Norwegian Food Safety Authority on November 1, 2021.
