Invitation to join the trade delegation in Slovenia and Bulgaria (07/17/2023)
Implementing the trade promotion plan in 2023, on the occasion of the meetings of the Intergovernmental Joint Committee between Vietnam, Slovenia and Bulgaria, the Ministry of Industry and Trade presided over, the Trade Promotion Department coordinated with the Vietnam Trade Office. Slovenia is a member state of the European Union (EU) with more than 2 million inhabitants in Southern Europe. Import-export turnover between Vietnam and Slovenia is not high, but there has been a remarkable growth in both quantity and quality in recent years, with an increase of more than 12 times, from 46.1 million USD (in 2012) to over 573 million USD (in 2022). Over the past two years, overcoming the negative effects of the Covid-19 epidemic and the instability of the world economy, the two countries' trade turnover has maintained its growth momentum: in 2021, it will increase by 38.3% compared to the previous year. 2020; in 2022, an increase of 14.8% compared to 2021.

Bulgaria is a Balkan country in southeastern Europe, an EU member. Currently, Vietnam mainly exports to Bulgaria traditional consumer goods such as textiles, footwear, rubber, agricultural products (coffee, rice, cashew, seafood...), computers, and telephones. ... Export turnover of Vietnam to Bulgaria has increased significantly since the effective date of the EU-Vietnam Free Trade Agreement (EVFTA). Specifically, in 2020, Vietnam's export turnover to Bulgaria is about 58.2 million USD. In 2021, this number is more than 112.4 million USD, or an increase of 93%. In 2022, Vietnam's export turnover to Bulgaria will reach more than 141 million USD, equivalent to an increase of 25.4%.
With the close diplomatic relationship that has been built for more than 70 years and the advantages from the EVFTA Agreement, the trade relationship between Vietnam and Bulgaria promises to grow even more if trade promotion activities are carried out. 1. Goals

- Promote the brand, capacity and image of Vietnamese businesses to the Slovenian and Bulgarian markets.
- Promote trade promotion activities with Slovenian and Bulgarian markets by organizing business forums combining trade, meetings, meetings, direct transactions and building sustainable relationships with partners potential import and investment in these countries.

- Helping businesses exploit the market potential of Slovenia and Bulgaria to increase export turnover to these countries; gradually reduce exports through intermediaries in order to increase profits for enterprises and attract more promising investment projects.

- Through the program, Vietnamese businesses can capture and update the latest information on the Slovenian and Bulgarian markets; help enterprises develop effective export and investment business strategies with these markets.

2. Scale: About 17 to 25 agencies, organizations and enterprises.

3. Estimated time: From October 07 to 15, 2023 (official time to be announced later).

4. Location: In Ljubljana (Slovenia); Sofia, Plovdiv (Bulgaria).

5. Industry: Multi-sector (prioritize agricultural products, food, consumer goods...).
6. Participants: Enterprises of all economic sectors; business and investment support organizations (Trade Promotion Center, Industry Association); industrial parks, export processing zones, representatives of ministries, branches and localities.

7. Criteria for selecting participating enterprises: (1) Business and production capacity of enterprises; (2) The capacity of international trade transactions of personnel participating in the delegation; (3) The product line is consistent with the program's objectives; (4) Objectives of participation of agencies, organizations and enterprises; (5) The application for registration to attend is submitted on time.

8. Contents of the delegation's expected working program

- Organize Vietnam - Slovenia Business Forum and Vietnam - Bulgaria Business Forum.

- Organizing meetings and transactions between Vietnamese businesses and investors with Slovenian and Bulgarian businesses and investors.

- Surveying distribution channels and working with enterprises that import, distribute and invest in Slovenia and Bulgaria.
9. Cost

a) State support for enterprises participating in the Union program

- Each enterprise selected to join the delegation will be supported by the State in whole or in part with air tickets (depending on the actual airfare situation at the time of booking) for the journey from Vietnam to Ljubljana. (Slovenia) - Sofia (Bulgaria) and return to Vietnam (departure point of flight from Vietnam is decided by the Organizing Committee of the Delegation) for 01 representative of the business and some expenses for organizing trade programs according to regulations in Circular No. 11/2019/TT-BCT dated July 30, 2019 of the Ministry of Industry and Trade guiding the implementation of trade promotion activities to develop foreign trade under the National Program on Trade Promotion.

- Other expenses shall be paid by the participating enterprises themselves.

- In addition, the businesses selected to join the delegation, after the program ends, the delegation will continue to be supported by the Trade Promotion Department to connect with potential Slovenian and Bulgarian partners (if any), provide appraisal services identifying partners, consulting on making foreign trade contracts... according to demand.

b) For other cases (other than Enterprises in the group selected for support mentioned in Section 9a): The participating unit bears all costs to join the Union.
c) Cost of deposit

- Each participating agency or enterprise will make a deposit to ensure the participation in the delegation if they can choose 25,000,000 VND / 1 person (Twenty five million VND / 1 person) to the following account:

- The method of payment of deposit payment is as follows:

+ For agencies and businesses that have completed the registration procedures but are not selected to join the delegation, 100% of the deposit will be refunded.

+ For agencies and businesses that have completed the registration procedure obligations, have been selected to join the delegation but withdraw after September 15, 2023, the deposit will not be refunded, the Organizing Committee This deposit will be used to cover expenses for the organization of the Union.
+ For agencies and businesses that have completed the obligations of registration procedures, have been selected to join the delegation, have submitted a complete application for visas to enter Slovenia and Bulgaria in the delegation program but do not Visa will be refunded 100% of the deposit by the Organizing Committee.

+ For agencies and businesses that have joined the delegation, strictly and fully complying with the regulations of the Organizing Committee, the deposit will be refunded after the end of the delegation program.

10. Obligations of agencies and enterprises participating in the Union

- Complete the registration file to join the Union and strictly comply with the rules and regulations of the Organizing Committee of the Union.

- After finishing the delegation, within 10 days:

+ Agencies and enterprises participating in the delegation must send reports on results (according to the prescribed form) to the Trade Promotion Department.

+ For businesses in the supported group, they must send their passports on page 01, the entry visa page for Slovenia, Bulgaria and the page with the entry and exit stamp in Vietnam, Slovenia, Bulgaria (copy), boarding pass. flights in Vietnam, Slovenia, and Bulgaria to the Department of Trade Promotion.
11. Requirements for registration documents to join the Union
- Certificate of business registration, establishment license (copy of the original or stamp of the unit).
- Registration form to join the delegation (Form 1, attached).
- Registration form for the list of personnel participating in the delegation (Form 2, attached).
12. Deadline for participation
Friday, September 1, 2023. Due to the limited number of supported businesses, the Trade Promotion Department will officially notify businesses after the list of participating businesses is approved.
