According to the National Program on Trade Promotion 2025 approved in Decision No. 1649/QD-BCT dated June 6, 2025 of the Minister of Industry and Trade, based on Decision No. 439/QD-XTTM dated June 26, 2025 of the Director of the Department of Trade Promotion (DTPro), the Ministry of Industry and Trade assigned the TDPro to organize a Trade Delegation in Bangladesh and Pakistan, specifically as follows:
1. Objectives
- Directly introduce Vietnam's export strengths such as agricultural products, processed foods, pharmaceuticals, consumer goods, textiles, footwear, wooden furniture, etc. to potential importers and distributors in Bangladesh and Pakistan.
- Create conditions for Vietnamese enterprises, especially small and medium enterprises, to directly access the market through trade activities, surveys, and meetings with local enterprises, thereby building a network of partners and promoting sustainable exports.
- Support Vietnamese enterprises to better understand market demand, technical regulations, distribution systems and business culture in Bangladesh and Pakistan, thereby perfecting effective market penetration strategies.
- Strengthen the presence of Vietnamese products and brands in the South Asian market, contributing to maintaining export growth, effectively exploiting tariff incentives and market access conditions within the framework of bilateral and regional trade agreements.
2. Scale: 20 - 25 agencies, organizations and enterprises.
3. Time (expected): From August 21 to August 29, 2025 (including travel and return time).
4. Program (expected): attached.
5. Location: Karachi (Pakistan) and Dhaka (Bangladesh).
6. Industry: Multi-industry, prioritizing agricultural products, food, mechanics, machinery, consumer goods, etc.
7. Participants: Enterprises of all economic sectors; business and investment support organizations (Trade Promotion Center, Industry Association); industrial parks, export processing zones, representatives of ministries, branches, and localities.
8. Criteria for selecting participating enterprises
- Enterprises with good business results in the past two years, with the capacity to export, produce, and trade in products with designs and quality that meet international standards, especially with the potential to export to the Bangladesh and Pakistan markets;
- Personnel assigned to participate in the Delegation must have the capacity to conduct commercial transactions with international customers;
- Registration documents must be submitted on time;
- The list of selected enterprises will be selected by the Organizing Committee in order from highest to lowest based on the scoring table.
9. Costs
a) Support for participating enterprises
- Each enterprise selected to participate in the Delegation will be supported by the State with 01 ticket or part of the air ticket for the route Hanoi/Ho Chi Minh City - Bangladesh/Pakistan - Hanoi/Ho Chi Minh City for 01 representative of the enterprise and part of the cost of organizing trade programs according to the provisions of Circular No. 11/2019/TT-BCT dated July 30, 2019 of the Ministry of Industry and Trade guiding the implementation of trade promotion activities to develop foreign trade under the National Trade Promotion Program.
- Expenses paid by the enterprise itself: Entry and exit expenses, food, accommodation, travel... and other expenses.
- Other social contribution costs of enterprises: Part of the cost of organizing the Program and the management cost of the Host Unit due to the State Budget not being fully allocated: VND 4,000,000/enterprise (Four million VND) (including VAT). The Center for Trade and Investment Promotion Support under the Department of Trade Promotion (service provider) will collect this cost from the enterprise within 03 days after the enterprise is selected to participate in the Delegation and issue an invoice to the enterprise according to regulations.
b) For other cases (not enterprises in the supported group mentioned in section a): Participating units shall bear all costs of participating in the Delegation.
c) Deposit cost
- Each enterprise shall deposit VND 15,000,000/01 person (Fifteen million VND/01 person) immediately upon submitting the registration application. The deposit fee is transferred to:
+ Account name: Center for Trade and Investment Promotion Support.
+ Account number: 1056430612 Joint Stock Commercial Bank for Foreign Trade of Vietnam - SGD (Vietcombank). Bank address: No. 11 Lang Ha, Ba Dinh, Hanoi.
+ Transfer content: Company name + deposit for Bangladesh and Pakistan program + number of participants.
- Payment method for deposit is as follows:
+ For enterprises that have completed their registration obligations but are not selected to join the Delegation, 100% of the deposit will be refunded.
+ For enterprises that have completed their registration obligations, have been selected to join the Delegation but cancel their participation after August 7, 2025, the deposit will not be refunded. The Organizing Committee will use this deposit to cover the costs of organizing the Delegation.
+ For enterprises that have completed the registration procedures, have been selected to participate in the Delegation, have submitted complete visa applications to Bangladesh and Pakistan under the Delegation program but have not been granted a visa, the deposit will be refunded by the Organizing Committee after deducting visa fees and related costs (if any).
+ For enterprises that have participated in the Delegation and have properly and fully complied with the regulations of the Organizing Committee, the deposit will be refunded after the Delegation program ends.
10. Obligations of enterprises when participating
- Complete the registration application to participate in the Delegation and strictly comply with the rules and regulations of the Delegation Organizing Committee.
- After the Delegation ends, within 10 days:
+ Agencies and enterprises participating in the Delegation must send a report of results (according to the prescribed form) to the Department of Trade Promotion.
+ For enterprises in the supported group, they must send to the Department of Trade Promotion a notarized copy of: passport page 01, the page with the entry visa for Bangladesh, Pakistan and the entry and exit stamp for Bangladesh, Pakistan (if applicable); boarding pass in Vietnam and Bangladesh, Pakistan.
11. Requirements for the registration documents for the Delegation
- Application form (Form 1, Form 2 according to the attached form);
- 03 copies of the Decision to send personnel to participate in the Program (original);
- Business registration certificate, establishment license (notarized copy);
- Photocopy of the participant's passport valid for at least 6 months, with 04 3.5x4.5 photos with white background taken within 6 months from the date of registration.

12. Deadline for registration:
Thursday, July 31, 2025. Due to the limited number of supported enterprises, the Department of Trade Promotion will officially notify enterprises after the list of participating enterprises is approved. Agencies and enterprises are responsible for sending personnel to join the Delegation.
