On September 25, 2021, the Government issued Decree No. 85/2021/ND-CP amending and supplementing a number of articles of Decree No. 52/2013/ND-CP on e-commerce, regulations detailing the provision of electronic contract authentication services; completing the legal framework for the conditions, obligations and registration process for operation of organizations providing electronic contract certification services (CeCA - Certified eContract Authority).

In 2022, the Ministry of Industry and Trade issued Circular No. 01/2022/TT-BCT dated January 18, 2022 amending and supplementing a number of articles of Circular 47/2014/TT-BCT and Circular No. 59/2015. /TT-BCT, providing guidelines for operating regulations on providing electronic contract authentication services; form of publicizing the list of traders and organizations providing e-contract authentication services in Vietnam.

With the legal framework for the authentication of electronic contracts in Vietnam has been completed, the Ministry of Industry and Trade has assigned the Department of E-commerce and Digital Economy to coordinate with state management agencies on competition. , protect the interests of consumers, commercial arbitration institutions, dispute settlement agencies; providers of telecommunications and information technology infrastructure services; organizations certifying digital signatures and timestamps; and corporations, enterprises, and organizations applying e-contracts... research and develop solutions to support, develop, and apply e-contracts widely in Vietnam.

Implement the Government's program to require ministries and branches to promote digital transformation, create favorable conditions for enterprises in production, business activities, market development and to implement the legal regulations on digital transformation. In the field of authentication of e-contracts in Vietnam, the Ministry of Industry and Trade organized a conference "Development of e-contracts in Vietnam - Implementation of Decree 85/2021/ND-CP", with the contents of seminars and discussions. announced:
