Ministry of Industry and Trade guides EVFTA certification of origin

To implement Circular No. 11/2020 / TT-BCT, the Ministry of Industry and Trade guides EVFTA as follows:

1. To declare on www.ecosys.gov.vn for C / O issued by agencies and organizations authorized by the Ministry of Industry and Trade: Pursuant to Point a, Clause 2, Article 19 of Circular 11/2020 / TT-BCT. , for shipments valued at over EUR 6,000, apply the C / O mechanism issued by agencies and organizations authorized by the Ministry of Industry and Trade. The process of declaration and certification of C / O under EUR.1 is similar to the current C / O forms.

2. Declaration on www.ecosys.gov.vn for enterprises issuing documents certifying the origin of goods: Pursuant to Point b, Clause 2, Article 19 of Circular 11/2020 / TT-BCT, with lots Goods with a value not exceeding EUR 6,000, any exporter is allowed to self-certify origin. The reporting and posting of documents certifying the origin of goods and documents related to export shipments by enterprises themselves certify the origin shall comply with Clause 6, Article 25 of Circular 11/2020 / TT-BCT.

3. In case a trader exports goods to the United Kingdom, an agency or organization that issues C / O form EUR.1 instructs traders to declare C / O form EUR.1 or issue self-certification documents. Origin of goods under Section 1, Section 2 of this Official Letter till the end of December 31, 2020.
