Guidelines for the implementation of the European Union's food safety regulation on ethylene oxide residues in flour-processed products (03/11/2022)
The Ministry of Industry and Trade has just issued Document No. 1150/BCT-KHCN dated March 8, 2022, requesting the Department of Industry and Trade/Food Safety Management Boards of the provinces and centrally-run cities to guide the implementation of regulations. new European Union food safety policy.
Recently, the Ministry of Industry and Trade received recommendations from a number of enterprises producing and trading in flour-processed products (instant noodles, vermicelli, vermicelli, pho, noodles, rice paper...) on the implementation of regulations. According to the EU's guidance, before exporting the above-mentioned items, the competent state agency shall inspect the production process, take samples for testing for residues of ethylene oxide and certify according to the form specified in regulations. EU) 2019/1793.
In order to have a basis for reviewing and certifying for the export of the above products to the EU, the Ministry of Industry and Trade requests the Department of Industry and Trade/Food Safety Management Boards of the provinces and centrally-run cities to guide businesses. The enterprise shall send a written request for certification (if necessary) together with evidence of the information specified in Appendix 1, official letter No. 1150/BCT-KHCN dated March 8, 2022 (attached to this notice) to the address. only:

Within 5 working days from the date of receipt of the request, the Ministry of Industry and Trade requests the enterprise to coordinate with the food testing facility in service of state management to take samples and test for residues of ethylene oxide.
On the basis of test results and information confirmation reports, the Ministry of Industry and Trade will certify according to regulations. In case of necessity, the Ministry of Industry and Trade organizes a delegation to inspect the assurance of food safety during the production of exported food.
