This is a seminar in the series of events of the program "Pride of Vietnamese Farmers 2021" which is held annually and in the context that the Prime Minister has just approved the Project to develop non-cash payment in Vietnam. South in the period of 2021-2025.
This project aims to create a positive change and gradually develop non-cash payment in rural, remote and isolated areas with specific targets such as: 80% of people aged 15 and over have accounts; the number of points accepting non-cash payments is over 450,000 points; the average growth rate in the number and value of non-cash payment transactions reaches 20-25% per year…
The workshop was hosted by Mr. Pham Tien Nam, Vice Chairman of the Central Committee of the Farmers' Association; Mr. Pham Tien Dung; Deputy Governor of the State Bank of Vietnam; Mr. Pham Duc Long, Deputy Minister of Information and Communication and Journalist Luu Quang Dinh, Editor-in-Chief of Rural Today Newspaper. Especially, in the complicated context of the Covid-19 epidemic, e-commerce has become an effective buying and selling method not only for Vietnamese businesses but also brings many new opportunities. In addition, the development of e-commerce industry leads to the development of electronic payment because goods and products purchased on e-commerce floors are 90% paid online via bank cards. Although, Vietnam is also one of the countries affected by the pandemic of the century, transactions via the Internet and mobile phones grew by 238% (E-commerce white paper 2020 - Department of E-commerce and Architects), thus, The benefits of electronic payments are undeniable. 
The trend to limit the use of cash will also gradually become popular. According to the Vietnam E-commerce White Paper 2020, 12% of consumers think that complicated payment methods are an obstacle when buying online. Electronic payment solutions that are both simple, easy to use, and ensure security and safety will be prioritized by consumers. Recently, the Mobile - Money service that has been piloted will make the payment of small value transactions easy and convenient, suitable for customers in rural areas.
In order to meet the development requirements of e-payment, e-wallets, new technology applications in payment, fintech models, e-payment in e-commerce in addition to optimizing user experience. , to ensure fast, convenient and simple, it is also necessary to uphold the security of the system and ensure the information security of consumers.
In the e-commerce development plan for the period 2021 - 2025, one of the key infrastructures for sustainable market development is the e-payment infrastructure in e-commerce, building and transforming customer habits. consumers and society from cash payment, COD to electronic payment. To achieve this goal, in the past 5 years, the Department of E-commerce and Architects - Ministry of Industry and Trade has implemented many solutions, including the development of an online transaction support platform that integrates KeyPay payment (Payment System). For state management agencies, in addition to completing the legal corridor for e-commerce to meet the changing needs of the market, catch up with new trends and models of e-commerce in the world and In Vietnam, an important point in the e-commerce development plan in the next 5 years will be to renovate the management model and apply technologies in the process of management and supervision of law enforcement in the field of commerce. e-commerce. In the coming time, implementing the Prime Minister's Decision No. 645/QD-TTg dated May 15, 2020 approving the National E-commerce Development Master Plan for the 2021-2025 period, the Industry and Trade sector will also continue to coordinate with the banking sector to implement solutions to develop e-commerce, specifically: 
- Continue to improve the legal framework, create favorable conditions for electronic payment platforms based on the application of advanced technology, with solutions that allow for controlled testing (sandboxes) for payment platforms. new electronic math;
- Promulgating policies, regulations and implementing comprehensive solutions to increase the rate of electronic payment, payment on mobile platforms in online transactions and reduce the rate of using cash, delivery methods receive money (COD) in e-commerce;
- Developing infrastructures and solutions to support electronic transactions and integrate payments in e-commerce; focus on developing payment utilities on mobile platforms, e-wallets, QR codes, NFC, POS...; ensure payment security and safety to contribute to promoting electronic payments in e-commerce transactions.
As for the development orientation of the e-commerce market, after the broad development phase, the next phase's orientation is to develop in depth, ie increase the value of online transaction orders, consumers trust. order items of great value through e-commerce. To do this, e-commerce development policies in the coming period will focus on raising standards in e-commerce, perfecting the e-commerce trust platform, including: Secured payment, Authentication transaction information, standard delivery, electronic documents and a combination of solutions to assess the seller's credit.
For farmers' concerns about the need to build and organize transaction points of the same size as e-commerce trading floors to make the application of TM in rural areas more popular with farmers. , as well as having policies to encourage businesses to open e-commerce trading floors in rural, remote and mountainous areas, said Mr. Bui Huy Hoang - Deputy Director of the Center for Informatics and Digital Technology - Department of Commerce.
