According to Decree 52/2013/ND-CP, websites that need to register with the Ministry of Industry and Trade include:

1. Sales e-commerce website means an e-commerce website set up by traders, organizations and individuals to serve their trade promotion, goods sale or service provision activities.

2. E-commerce service provision website means an e-commerce website set up by a trader or organization to provide an environment for other traders, organizations and individuals to conduct commercial activities. Websites providing e-commerce services include the following types:

a) E-commerce trading floor;

b) Online auction website;

c) Online promotion website;

d) Other types of websites prescribed by the Ministry of Industry and Trade.

3. With applications installed on electronic devices connected to the network, it allows users to access databases of other traders, organizations and individuals to buy and sell goods, provide or use services. , depending on the features of that application, traders and organizations must comply with the regulations on sales e-commerce websites or websites providing e-commerce services in this Decree.
Along with the strong development of e-commerce in recent years, the number of e-commerce websites and applications that have been notified and registered by the Ministry of Industry and Trade has also increased significantly from 2019 to 2021. According to the most recent E-commerce White Paper, the number of confirmed e-commerce websites/apps has increased from 29,370 records to 43,411 records, and the number of websites/apps with confirmed registrations has increased from 1,191 to 1,448 records.

In addition to valid documents approved by the Ministry of Industry and Trade, the number of unregistered sales e-commerce websites/apps still accounts for a large proportion, partly because businesses do not understand the regulations. regulations and policies on e-commerce, or have not been consulted to learn the clear registration and declaration procedures.
