The Ministry of Industry and Trade is the focal point to implement the RCEP Agreement implementation plan (01/07/2022)
Standing Deputy Prime Minister Pham Binh Minh has just signed Decision No. 01/QD-TTg approving the Implementation Plan of the Regional Comprehensive Economic Partnership (RCEP Agreement).

The plan aims to assign tasks and responsibilities to relevant agencies and organizations, decide on measures to direct, administer and other measures to fully and effectively implement this Agreement.

Accordingly, Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities deploy and propagate the RCEP Agreement and its revised legal documents. supplement, abolish or promulgate a new Agreement for the implementation of the Agreement for relevant entities, especially those that may be affected such as: the business community, industry associations, cooperatives, management agencies central and local managers, other workers through the media, websites, publications, documents, radio and television programs, training courses, conferences. discussions and dialogues to raise awareness and understanding of the contents of commitments as well as the work to be carried out for the effective implementation of the Agreement.
Establish a focal point for information on the RCEP Agreement at the Ministry of Industry and Trade to provide information, guidance and clarification of commitments and issues related to the Agreement.

Consolidate the network, strengthen capacity and step up the provision of information and forecasts on export, import and domestic markets by State agencies with the function of providing information on trade. -Investing so that Vietnamese businesses can promptly grasp information, technical requirements, regulations on import and export management of goods of the countries participating in the Agreement, thereby creating favorable conditions for other countries. Vietnamese enterprises plan and implement domestic business and investment strategies abroad.

Enhance competitiveness, make effective use of the Agreement

Ministries, sectors and localities develop programs to support and improve competitiveness for industries and businesses, especially small, medium and micro enterprises, cooperatives, and farmer households in accordance with the requirements of the Government. international commitments; at the same time, prepare response solutions and support policies for industries that are greatly affected, directly from the implementation of the Agreement.
Focusing on restructuring the agricultural industry, digital transformation, applying science and technology, advanced production models in the direction of improving product quality, protecting the environment, traceability, meeting international standards. national and international standards.

To step up trade-investment promotion programs in the countries participating in the RCEP Agreement in order to inform the business community of other countries about the opportunities and advantages of Vietnam's business and investment environment; continue to perfect the mechanism to encourage and attract foreign investment, thereby developing trade relations, attracting capital from RCEP member countries in key fields; make use of source technology, modern technology, the result of the 4th technological revolution in order to remove bottlenecks that may hinder some sectors of Vietnam from taking advantage of this Agreement.

In-depth skills training for businesses, research and exploitation of the member market; adopt policies to support Vietnamese enterprises in participating in value chains, global supply chains, innovation, digital transformation and sustainable business; promoting connection of domestic enterprises with enterprises from partner countries participating in the RCEP Agreement…
* The RCEP Agreement was signed by 10 ASEAN member countries and 5 ASEAN partner countries, namely China, Japan, Korea, Australia and New Zealand on November 15, 2020 on the sidelines of the 5th ASEAN Summit. 37 chaired by Vietnam.

The Agreement will officially take effect 60 days after at least 6 ASEAN countries and 3 partner countries complete the ratification/approval of the Agreement and deposit it with the ASEAN Secretary-General.

As of November 2, 2021, 6 ASEAN countries (including Vietnam) and 4 partner countries, namely China, Japan, Australia, and New Zealand, have deposited their instruments of approval/ratification of the RCEP Agreement. country to the Secretary-General of ASEAN. Thus, the RCEP Agreement will officially take effect from January 1, 2022.

The entry into force of the RCEP Agreement from January 2022 will contribute to the multilateralization of free trade agreements that ASEAN has signed with each previous partner country, harmonizing commitments and provisions in the agreements. This will maximize economic benefits, especially rules of origin and trade facilitation, contributing to strengthening regional supply chains and post-COVID-19 economic recovery.
