The complex consists of two main building blocks: a 15-storey hotel block and a 17-storey high-rise apartment complex. The main hall into the complex is kept in the old lobby at Ly Bon Street. In addition, the two remaining pavements in Le Loi and Tran Hung Dao streets are proposed to be the entrance for apartments, offices, commercial centers and access to the hotel's auxiliary services.

The investment in construction of Thai Binh Petroleum Hotel Complex not only contributes to the development of urban technical infrastructure, creates funds for hotels, offices and high-class apartments for Thai Binh province as well as other units in oil industry ; but also improve the local architectural face, create landscapes for the area.

The project is expected to be completed in 15 months.
